Vadim Timofeev, Manager for the Protection and Development of Voice Traffic Projects of the Income Guarantee and Telecom Fraud Prevention Service of T2 Mobile LLC, shared his experience in identifying potential telephone scammers. More than 300 million potentially fraudulent calls have been rejected. To identify such calls, analytics tools are used, as well as databases of illegitimate subscribers collected by banks and other operators. At the same time, scammers take advantage of the fact that there are a large number of small operators in Russia. The situation should change from January 1, 2023, when all operators will be required to comply with the requirements of the legislation on combating calls from spoofed numbers.

Authorities at Tinkoff Bank, called the provision of services to fraudsters one of the main sources of income for small operators. They take advantage of the fact that the full processing of call chains occurs slowly. Therefore, they are not afraid of fines. According to Mikhail Bykovsky, an effective measure could be to simplify the revocation of a license in case of violations of the law. As for the fight against phishing, it is necessary to develop clear definitions for phishing resources, and all of them should be blocked as quickly as possible, including automatically.
Alexey Golenishchev, Head of the Center for Monitoring and Analysis of Information Security and Cyber Resilience of the Bank of Russia, noted that fraudsters are actively migrating to instant messengers. This increases the level of trust and makes attacks more successful. He also drew attention to the need to simplify the return of funds stolen by fraudsters. This is precisely what the amendments to the legislation on the national payment system introduced by the Bank of Russia are aimed at.
Liliya Sharovatova, Head of Operations Analysis and Monitoring Department at VTB Bank, called on banks to change their communications with clients. A large number of calls disorients clients, especially those aged 65 and above. However, exchanging data on the accounts of so-called drops, through which fraudsters withdraw funds, gives very good results: the efficiency of analytical tools increases.
The head of the Criminal Investigation Department of the Main Directorate of the Ministry of Internal Affairs of Russia, Filipp Nemov, stated that such crimes are quite latent. Not all victims of fraudsters contact banks and law enforcement agencies. Plus, criminals enjoy such advantages as anonymity, speed and extraterritoriality. At the same time, banks react to fraud too slowly. Legislation is also behind the times. At the same time, the measures proposed by the Bank of Russia, according to Filipp Nemov, will improve the efficiency of work.
