The amendments were presented at a meeting of the State Duma IT Committee by Deputy Minister of Digital Development, Communications and Mass Media Sergei Kuchushev. He said that the amendments to the law, firstly, will give the Russian government the authority to determine the procedure for the transition of Russian companies and departments to domestically produced software and will allow setting a deadline by which this transition must be completed; secondly, the amendments provide for the imposition of obligations on industry regulators to determine typical objects subject to inclusion in the list of critical information infrastructure (CII).

The inclusion of monitoring in the amendments requires additional justification, and the introduction of the norm of assigning a category of significance to a critical information infrastructure facility is inappropriate, the deputy said, adding that the final text of the amendments to the law should clarify whether its provision applies to all critical information infrastructure facilities or only to those recognized as significant.

"We support this bill for adoption in the first reading, taking into account the comments and suggestions made," concluded Anton Nemkin.
