The introduction can use different tenses. The objective is stated in the past tense ("The objective of the study was..."), the existing studies - in the past or present ("The studies showed..."). The motivation for the study is presented as a descriptive sentence in the present tense.

Materials and Methods
In this section of the IMRAD article, the author should describe in plain language what exactly was done to collect the data, how exactly it was analyzed, and how it was presented. The easiest way is to arrange the materials and methods in chronological order, describing the work in direct sequence.
