How to calculate the electoral quotient

Post by monira444 »

Let's suppose that in an election there were 100 thousand valid votes and 10 parliamentary seats available. Divide the number of valid votes by the number of seats . This way we will obtain the result of the electoral quotient: 10 thousand .

After calculating the Qe, we move on to the phase of calculating the party quotient, the result of which will define the number of seats available for the party or coalition . To do this, the number of votes received by the party or coalition is divided by the electoral quotient. In the case of our example, if a party receives 30 thousand votes out of the total and divides it by the electoral quotient (10 thousand), it means that it will be entitled to 3 parliamentary seats .

Party quotient according to the Brazilian electoral code:
The party quotient is determined for each party or coalition by dividing the number of valid votes given under the same party or coalition of parties by the electoral quotient, disregarding the fraction.
— (Electoral Code, art. 107)

Distribution of surpluses / Method of averages
Even after measuring the electoral and party quotient, it is possible that uae mobile database some vacancies will not be filled. In this case, it is necessary to use the average method, also popularly known as distribution of surpluses.

Performance clauses
To prevent candidates who received few votes from being elected through other politicians (vote pullers), the PEC (proposed amendment to the constitution) was drawn up , which establishes that the candidate in question will have to receive at least 10% of the electoral quotient.

The rules of the performance clause were made (among other reasons) after a phenomenon commonly known as the 'tiririca effect', in which the then actor and clown Francisco Everaldo Oliveira Silva, aka Tiririca, received more than a million votes, helping to elect other deputies who did not receive a significant number of votes.

End of the party coalition?
A coalition is an alliance between two or more parties that come together in a given election in order to increase the chances of electing their candidates. This union affects both the distribution of seats and the time for electoral propaganda on radio and television.
