Proportional system

Both are elected through a proportional system, like city councilors, but different from mayors and presidents, for example. This means that votes are distributed proportionally among parties and coalitions.
Here in Brazil, the proportional system adopted is the open list, since first it is calculated which parties and coalitions received the most votes and then the available seats are distributed among them.
The Superior Electoral Court explains the proportional system as follows:
“In other words, to know the deputies and councilors who will make up the Legislative Branch, one must first know which political parties were victorious and then, within each party group that obtained a minimum number of votes, observe which ones received the most votes. Then, one finds the elected representatives. This, in fact, is one of the reasons for attributing the mandate to the party and not to the politician.
