In Brazil, the PPA was established by the 1988 Constitution, which also created the model for the current budget system. The first PPA of the Federal Government was implemented during the presidency of Fernando Collor de Mello, and was in force between 1991 and 1995. This PPA had the clear objective of formally complying with the constitutional requirement, but was not very effective in fulfilling the planning.


The second PPA was produced during the first term of President Fernando Henrique Cardoso, and was in force between 1996 and 1999. Known as "Brazil in Action", this PPA included in its guidelines the increase in the competitiveness of national companies, attraction of investments, reduction of social inequalities and integration of the logistical and productive infrastructure.
