"We have many questions regarding this proposal

Post by tanjimajuha20 »

The operators' disagreement with the provisions of the draft Strategy was reported by Andrey Rego, Vice President of MTS PJSC for interaction with government authorities, at a meeting with journalists.
. This is not a proposal from a telecom company, this is a proposal from the state, including the Ministry of Digital Development. And how it will be implemented, the industry still needs to discuss a lot with the regulator. We believe that frequencies should belong to telecom operators, their associations. The france whatsapp resource creation of an infrastructure operator is wrong from the point of view of the development of the industry. We compete with communication networks - that is, the ability to provide high-quality services. If we are deprived of this opportunity, we will have only one competition - in the price range," said Andrey Rego.

According to him, each telecom operator can create a dynamic 5G system that would adequately respond to the needs of the state. "There is an urgent need to use these frequencies for some state tasks, but then there is an opportunity to redistribute this resource for civilian needs. Just like airports, which are used for both military and private needs," explained Andrey Rego.

According to him, the state does not need to create some kind of monopoly that will transfer the ability to use this infrastructure or this network to all other participants. "If each telecom operator owns these frequencies, it will develop networks and build them based on the needs of users, not government planning. We have always been against this, it seems to me that this is a consolidated position not only of MTS, but also of other operators," added Andrey Rego.

What the Strategy Says

The draft Strategy states that the country will create a mechanism for the joint use and dynamic management of the radio frequency spectrum in order to implement mobile communications based on a trusted TKO with the ability to manage for special consumers the restriction of the use of radio frequency bands by civilian users.

"This initiative is aimed at increasing the efficiency of using the radio frequency spectrum and creating opportunities for the implementation of modern and promising technologies of the PRTS and satellite communications. This will require: developing and approving a concept for the joint use of the radio frequency spectrum, adopting relevant regulations; developing and gradually implementing technical means that provide the possibility of joint use of radio frequency bands by civilian and special consumers with the technical ability for special consumers to temporarily limit the use of specified bands of the radio frequency spectrum by civilian communications operators," the text of the document says.
