Among them are ensuring by 2030 an Internet speed of at least 1 Gbit/s for households, communications and Internet services in small towns and socially significant facilities, industrial, transport, agricultural and energy facilities in order to support their further digitalization, the development of domestic data storage and content delivery infrastructure, the phased introduction of new generations of communication networks based on domestic technologies, the creation of conditions for ensuring economic growth in the communications industry, and increasing its investment attractiveness.
The strategy provides for the transition to modern technologies and methods of managing radio frequency resources, including the joint use of spectrum resources by civilian, military and special consumers, protection "by all available means" on international platforms of radio frequency and other resources in the field of communications assigned to the Russian Federation, the transition from the implementation of the principle of network neutrality to the rational and economically efficient distribution of communication network resources between consumers of their services, taking into account the unconditional priority of solving the problems of defense, security and public order.
