The main barriers are: technical complexity of the transition, bureaucratic red tape within large companies - the need for additional security checks for new software, the approval of a large number of issues. Rather, the deadline should be left as it is, and more attention should be paid to the tools that will allow you to meet the specified deadline as accurately as possible. First of all, the regulator should provide financial support to companies that need to switch to domestic software in order to reduce the costs of servicing the new software. In this case, companies would be able to redistribute resources to training and hiring employees who will ensure the rapid implementation of domestic software."

SearchInform GR Director Olga Minaeva said that in 2022, 23% of companies said that they were actively import-substituting system software (OS and DBMS). "In 2020, 16% of respondents answered this way. Since we specialize in information security, we analyze this area first and foremost. Last year, 36% of surveyed companies planned budgets for replacing information security tools. The mass exodus of foreign developers and tightening regulatory requirements for data protection, especially for critical information infrastructure entities, state corporations, and systemically important enterprises, encouraged companies to focus more closely on information security tasks. However, in a difficult economic situation, it is difficult to implement such a transition by the organizations themselves alone. State support, including financial support, is important for the implementation of domestic software. And not only within the framework of import substitution, but also for the purchase of those classes of software that companies do not have at all. We have encountered such situations in relation to information security: there is a budget for import substitution, but not for information security. In this case, if companies purchase security software from the register, they need to be provided with financial support from the state. Then organizations will not only digitalize and import-substitute, but will also ensure an adequate level of cybersecurity,” she concluded .
