The mass exodus of foreign developers and tightening regulatory requirements for data protection, especially for critical information infrastructure entities, state corporations, and systemically important enterprises, encouraged companies to focus more closely on information security tasks. However, in a difficult economic situation, it is difficult to implement such a transition by the organizations themselves alone. State support, including financial support, is important for the implementation of domestic software. And not only within the framework of import substitution, but also for the purchase of those classes of software that companies do not have at all. We have encountered such situations in relation to information security: there is a budget for import substitution, but not for information security. In this case, if companies purchase security software from the register, they need to be provided with financial support from the state.
