The information security industry awaits new government support measures

In the Regulatory Digest for 2022 presented on February 20, 2023 by ANO Digital Economy, among the support measures is the federal law of March 26, 2022 No. 67-FZ, according to which a zero income tax rate for IT companies was established for 2022-2024. And the federal law No. 323-FZ of June 14, 2022 established a reduced income tax rate for companies in the electronics industry, including developers of hardware and software systems (HSS).

Together, these measures allowed the IT industry not only to reduce the negative impact of sanctions, but also to create opportunities for development," emphasized Renat Lashin, Executive Director of ARPP "Domestic Software", in his speech at the forum "Step into the Future: Artificial Intelligence and Digital Economy. Technoeconomics: Transformation of Platforms".

But in relation to the information security sphere, as acknowledged by the Deputy Director of the Department of Cybersecurity of the Ministry of Digital Development of the Russian Federation Evgeny Khasin, speaking at the press conference "Effective Import Substitution: InfoWatch Firewall", support measures for Russian developers are in low demand. A significant part of software and hardware developers in the cybersecurity sphere simply refuse to receive preferential loans and grants. The reason for this is the time factor: as noted at the same event by the President of InfoWatch Group Natalya Kasperskaya, the process of receiving funds within the framework of state support takes more than six months, which increases the risk of losing competitive advantages even in segments where competition is relatively weak. And for a number of works, support measures do not apply at all.
